Kota Kinabalu: “Sabah is entitled to receive 40% of the net revenue collected from Sabah and the Federal and State governments should start working out the arrangements for these much needed funds to be remitted back to Sabah and not treat Sabah’s revenues asMalaya’srevenues”said DatukDr. Jeffrey Kitingan, STAR Sabah Chief, when asked to comment on the RM38 billion federal tax collection by the Inland Revenue Board from Sabah in 2012 with another RM40 billion targeted for 2013.
Sabah is entitled to two-fifths (40%) of the net revenue collected from Sabah as agreed during the formation of Malaysia in 1963 and subsequently set out in the Tenth Scheduleof the Federal Constitution.Apparently, nothing is returned to Sabah as any amount returned would have been reflected in Sabah’s Annual State Budget.
40% of RM38 billion is RM15.2 billion which is a lot of money compared to the current State revenue of RM3.828 billion estimated for 2013. With this additional revenue, not only will poverty be eradicated completely but Sabah’s economy will be transformed by a quantum leap and canprogress into the most advanced State over a short period.
Under the Tenth Schedule, Sabah is also entitled to an annual capitation grant based on the annual population projections of the State as determined by the Federal Government and calculated as of the last population census at the following rate:-
(a) For the first 100,000 persons at the rate of RM72.00 per person;
(b) For the next 500,000 persons at the rate of RM10.20 per person;
(c) For the next 500,000 persons at the rate of RM10.80 per person;
(d) For the remainder at the rate of RM11.40 per person.
In addition, there should be a review of the rates as the last reviews were done in 1992 and 2002 but no review was carried out in 2012.
Based on the 2010 census, Sabah’s population of 3,206,742 without any additional projection entitles it to a capitation grant of RM41.72 million. This paltry sum is small change compared to the RM38 billion collected from Sabah.
It has to be remembered that apart from security, Sabah was coerced, induced and rushed into agreeing to the merger to form Malaysia due to the promise of development.
We have seen the neglect of Sabah’s security by the unjustified and huge issuance of dubious ICs and MyKads and the LahadDatu intrusion. Similarly, there has been wanton neglect of Sabah’s development as can be seen from the fact that Sabah was the 2nd richest State in 1970 and has now descended to be the poorest during Umno’s reign and the lop-sided development compared to Malaya.
With the additional revenues due to Sabah, which have been unjustly and unlawfully denied to Sabah, Sabah can chart its own development course and according to the mould and needs of Sabah. We do not need to rely on Putrajaya and Malayan leaders and their stooges and proxies in Sabah.
We are not asking for additional development funds meant for other States or from entitlements of other States but what is legitimately due to Sabah.
Sabah has suffered long enough for the past 49 years and its resources and revenues channelled to fund Malaya’s development. The time has come for Sabah to demand what is rightfully ours and fund the development that Sabah richly deserves but deprived of.
The new Sabah Cabinet and the Sabah federal MPs need to demand and re-claim Sabah’s entitlement share in the RM38 billion federal taxes collected from Sabah
It is regrettable that the people of Sabah failed to see the genuineness and sincerity of STAR’s struggle for Sabah and failed to elect a STAR MP who would have led the demands for Sabah’s entitlements in the Federal Parliament which is scheduled its opening session on 24 June 2013.

We don't have to beg Malaya for anything.
They have stolen so much from us.
We have the say how what crumbs we wish throw at the colonial pirates.
The M'sia Agreement is no more than a protection agreement which the British dumped on us to get rid of their obligations as colonisers.
In the M'sia Agreement Britain transferred sovereignty over Sabah Sarawak to Malaya which controlled the government of Malaysia.
But Sabah and Sarawak became independent on 31 August 1963 and Sarawak re-gained its independence (1841-1941) on 22 July 1963.
Lawyers out there take note.
THIS MEANS NO SOVEREIGNTY WAS EFFECTIVELY TRANSFERRED!
IT INVALIDATED ANY LEGAL EFFECT OF THE MA63.
This is reinforced by 18/20 Points Agreement which reserved and retained Sabah and Sarawak control over immigration into the 2 countries.
This means Sabah and Sarawak control of their territorial sovereignty is still intact.
Malaysia exists because of Kuala Lumpur de facto occupation of our 2 countries.
Sabah and Sarawak independence status must be restored!
Just recently Lim Guan Eng challenged Datuk Paul Low, outgoing Transparency International-Malaysia (TI-M) president to publicly declare his assets.

ReplyDeleteNevertheless Paul gladly declared that he has no problem doing so to the chagrin of Guan Eng who until today had not declared his assets.
ReplyDeleteAlthough he was so eager to call upon others to do so, the Penang Chief Minister had not declared his new assets.
ReplyDeleteIn fact in view of the multi billion ringgit worth of development projects that had been approved during his tenure as Chief Minister since 2008, Guan Eng should be the one declaring his assets urgently.

DeleteThe projects undertaken by Consortium Zenith BUCG involves such huge capital and would not have easily slipped anyone’s eyes and any mistake or rather typo error as Guan Eng has put it would not have gone undetected.
ReplyDeleteThose drawing up the contract would have carried out the task conscientiously and meticulously and the cost of the project would one thing for sure be of utmost importance. The cost would not have escaped the eyes of anyone.

DeleteIn 2008, when taking over the Penang state government, Guan Eng pledged that all state Exco members must publicly declare their assets. But it took him more than four years to finally carry out what he had promised. WHY it took him so long?

"Looking back on the day when the Federation of Malaysia was formally proclaimed on Sept 16, 1963 the people of North Borneo and Sarawak leaving Brunei to continue to remain a British ‘Protectorate’ may have mixed feelings of their independence with the merger. Added questions may linger as to why Singapore on Aug 9, 1965 left the Federation to be an independent state. The proclamation by the then Prime Minister of Malaysia however may or may not over rule all such sentiments as they continue to battle their own future within the concept of the Federation of Malaysia."
If Singapore can leave Malaysia why cannot Sabah and Sarawak???

Kerajaan Negeri Sabah membelanjakan RM3.499 bilion atau 80.14 peratus daripada RM4.366 bilion peruntukan 2012 bagi melaksanakan pelbagai projek pembangunan di Sabah sehingga 31 Dis lepas.
ReplyDeleteKetika mengumumkan perkara itu, Ketua Menteri Datuk Seri Musa Aman berkata di bawah Pelan Pelaksanaan Kedua Rancangan Malaysia Ke-10 (RMK-10), Sabah diberi peruntukan sejumlah itu pada tahun lepas untuk melaksanakan sebanyak 785 projek.
Katanya prestasi itu jelas mengatasi catatan purata nasional iaitu 73.66 peratus.
"Oleh itu, saya meminta kepada semua pegawai kerajaan negeri dan persekutuan supaya sama-sama memastikan apa juga projek yang telah kita rancang dan laksanakan mestilah diselesaikan mengikut masa yang ditetapkan.

Musa berkata daripada 785 projek pembangunan yang dilaksanakan di Sabah, hanya 58 projek yang bermasalah disebabkan beberapa faktor termasuk masalah tapak tanah dan pemindahan utiliti.
