Bright student denied scholarship despite JPA promise

KUCHING: An 18-year-old SPM graduate yesterday expressed his disappointment with the Public Service Department (JPA) for reneging on its promise to award all straight-A+ students scholarships under the Program Ijazah Luar Negara.

WHY OH WHY: Jong showing his Excellent Student certificate and 9A
plus SPM result. Despite the excellent academic result, he has
not been offered a scholarship and place in a university.

Selwyn Jong Yik Chau from Taman Hui Sing here was an SPM 9A+ student of SMK Datuk Patinggi Haji Abdul Gapor.

He obtained straight-A+ in nine subjects namely Bahasa Melayu, English, History, Mathematics, Additional Mathematics, Physics, Chemistry, Biology and Morals in the SPM examination last year.

After obtaining his results in April this year, the bright lad decided to take up a dentistry or medical course in a university.

Filled with hope and joy, he applied for the JPA scholarship and a place in a university only to be told by JPA that he should be taking matriculation instead.

Jong claimed that the JPA offer was not only inferior but also a conditional and double matriculation offer.

Jong explained that he had been given another matriculation offer earlier and matriculation does not necessarily guarantee a place in university and a scholarship. As the latest JPA offer was dated May 13, the deadline to accept it would be on May 20, he told The Borneo Post at Crown Towers in Jalan Pending here yesterday.

He came along with two of his family members for the interview.

“What makes me unhappy is that the JPA offer was inferior. Now I also ask what had happened to the promise that they would be offering straight-A students with scholarships a place in universities?” he asked. He was also upset because his friends and acquaintances who scored the same result managed to obtain university placing.

“Where is the fairness in all these?” he asked again.

When told that his case might be due to an oversight of JPA officers, Jong said: “Another problem is that JPA does not allow us to appeal. The worst part is that there is no reason for the rejection of my application.”

Jong also said, as a last resort, he may have to seek explanation from JPA for his predicament through the MCA, a Barisan Nasional (BN) political party.

He said he would not give up writing to JPA or other relevant bodies to get to the bottom of things.

On the scholarship, Jong said Prime Minister Datuk Seri Najib Tun Razak announced the scholarship offer for SPM straight-A students in July last year.

On May 6, MCA deputy president Datuk Seri Liow Tiong Lai was reported to have said the prime minister was very happy with last year’s SPM results and that he wanted to reward more good students.

The Cabinet has decided that all students who scored eight 8A+ and above in the 2010 SPM will get a JPA scholarship.

In July last year, Najib said all students who

scored 9A+ or more would receive JPA scholarships regardless of race for local or overseas studies.
